SAR Europe is the European office of the international Scholars at Risk network, dedicated to protecting at-risk scholars and defending academic freedom. We bridge the higher education and NGO sectors, coordinating a network of over 350 universities across 26 European countries. SAR Europe offers a unique, "ready-made" infrastructure for Communication, Dissemination, and Exploitation (CDE), with direct access to 350+ campus communities in 26 Europe countries for rapid project exploitation. We are well-positioned to lead or support specific Work Packages for the call: Research and Innovation Network for a Union of Equality (HORIZON-CL2-2026-01-DEMOCRACY-05):

• Alignment: The call explicitly mandates that the network "explore how to ensure a safe and enabling research environment... and promoting academic freedom and integrity.
• SAR Europe role: As the European leader in academic freedom policy with deep ties to the European Parliament and Commission, we can lead policy recommendations, deliver specialized academic freedom training, and host campus community workshops.

PROVEN EU PROJECT EXPERIENCE

• MSCA4Ukraine (Horizon Europe): Coordinated a four-partner consortium to deliver the €35 million fellowship scheme, successfully placing 176 displaced scholars at institutions across Europe.
• Inspireurope+ (Horizon Europe): Organized a 10-partner, €1.5 million consortium coordinating cross-European support for at-risk researchers, reaching stakeholders in over 100 countries.
