SAR Europe is the European office of the international Scholars at Risk network, dedicated to protecting at-risk scholars and defending academic freedom. We bridge the higher education and NGO sectors, coordinating a network of over 350 universities across 26 European countries. SAR Europe offers a unique, "ready-made" infrastructure for Communication, Dissemination, and Exploitation (CDE), with direct access to 350+ campus communities in 26 Europe countries for rapid project exploitation. We are well-positioned to lead or support specific Work Packages for the call: Making Europe a global magnet for talent (HORIZON-CL2-2026-01-TRANSFO-06):

• Alignment: Focuses on how to mobilize the professional potential of humanitarian migrants and researchers already in the EU.
• SAR Europe role: We have a community of over 400 displaced scholars across Europe available for project surveys. Furthermore, we bring deep organizational expertise in resolving the institutional and visa hurdles related to employing non-EU researchers.

PROVEN EU PROJECT EXPERIENCE

• MSCA4Ukraine (Horizon Europe): Coordinated a four-partner consortium to deliver the €35 million fellowship scheme, successfully placing 176 displaced scholars at institutions across Europe.
• Inspireurope+ (Horizon Europe): Organized a 10-partner, €1.5 million consortium coordinating cross-European support for at-risk researchers, reaching stakeholders in over 100 countries.
