Brief Overview of the Progress in Preparing FP10 from the Perspective of the EU and the Czech Republic

Preparations for the tenth Framework Programme (FP10) have begun in the European Union.

  • One of the key activities is the ex-post evaluation of the Horizon 2020 programme, which was finalized and published at the end of January 2024. The results of this evaluation provide important groundwork for preparing FP10.
  • Another important initiative is the activity of the European Research Area Committee (ERAC), which is gathering inputs from member states and is tasked with presenting a report on FP10 by June 2024.
  • In addition, the European Commission has established an expert group led by Manuel Heitor, which is to report on the future of research and innovation in Europe by October 2024. This report will be a crucial input for shaping FP10.
  • The European Commission is also working on the mid-term evaluation of the Horizon Europe programme, which is expected to be available in the first half of 2025 and is anticipated to significantly influence the future FP10 programme.
  • The publication of the European Commission's legislative proposal for FP10 is expected in July 2025. This will be followed by discussions, reaching an agreement between the EU Council and the European Parliament, and the launch of the programme on January 1, 2028.

In the Czech Republic, strategic discussions have begun within the Council for International Cooperation of the Ministry of Education, Youth and Sports. A Platform for the Future Shape of the 10th EU Framework Programme for Research and Innovation has been established. Discussions are also expected in programme committees, working groups, and among experts and stakeholders from the ranks of beneficiaries. The Czech position paper on FP10 should be available by the end of 2024. In 2025, in response to the publication of the European Commission's legislative proposal, national priorities for international cooperation in research and development will be established.
