The Work Programme

The Work Programme is the basic document for the implementation of the Horizon Europe calls. The Work Programme is prepared by the European Commission following the legislative and strategic documents of Horizon Europe. The Work Programme is discussed and commented on in detail by the European Commission with representatives of the Member States and countries associated to the Framework Programme in the different configurations of the Horizon Europe Programme Committee.

The so-called HE Main Work Programme is usually two years long and consists of a general introduction, general annexes containing mainly information on the conditions of participation, the criteria and method of evaluation of proposals and other necessary information. In addition, the work programme is structured according to the Horizon Europe sub-areas, these documents contain a description of the calls, including financial allocations, call dates and closure dates, and a detailed description of the topics to be announced, including expected impacts. The European Research Council (ERC) and the European Innovation Council (EIC) have their own annual work programmes.

The Horizon Europe and EURATOM work programmes are published on the European Commission's FTO portal under How to participate - Reference documents.
