Proposal for a typology of research organizations for an analysis of international cooperation in Framework Programmes

Characteristic features of the participation of Czech research institutions (RI) were derived from the data on the international collaboration in the European Commission program Horizon 2020 (H2020). Three quantitative indicators have been used for the evaluation of the participation of the Czech subjects in the H2020 projects: namely (i) the fraction of the H2020 project support in the overall specific grant financing, (ii) fraction of the EC support of Czech participant in the whole EC support of the collaborative project, and (iii) the number of projects of the particular institution. Based on these three indicators, four types of the participation of the Czech RIs in the collaborative projects were identified: (i) an expansion and use of own R&D expertise, (ii) a selective participation in collaborative R&D projects, (iii) an extensive and support role, and (iv) a sporadic participation in projects. These four types are found in all R&D sectors (higher education/universities, Czech Academy of Science (CAS) institutes, R&D institutes established by particular ministries, and private commercial R&D establishments). Institutions of type (i) and (ii) include mainly faculties and research centres of universities and institutes of the CAS. The intensity if the international collaboration is affected also by the mission of RIs. RIs established by government and enterprises which are predominantly oriented towards commercial needs have a more limited spectrum of available collaborative projects. These RIs exhibit, save a few exceptions, a lesser involvement in international collaborative projects than universities and CAS. A more detail definition of the grouping  of RI in terms of their involvement in international collaborative R&D will require an introduction of further quantitative indicators describing the roles of RIs and an application of advanced statistical methods.
