Questions on the currently open TWINNIN call 2023 are part of the frequently asked questions on the FTOP (unfortunately the EC has not published them on the TWINNING Bottom up and TWINNING Green Deal call page. All relevant TWINNING FAQs can be found in attached document.

The most important information is that up to 3 years TWINNING projects should have only one reporting period (at the end of the project). This in fact means that it makes no sense to divide the Work Packages into two due to the lump sum model.
