EC Expert group for Framework Programmes evaluation is being set up – apply before 20 June 2023

The Commission has decided to set up a (High Level) Group of Experts in the context of the ex-post evaluation of Horizon 2020, interim evaluation of Horizon Europe and preparation of the next framework programme. The Call for Applications has been opened on 15 May at this address. The call is open until Tuesday, 20 June 2023.

The members will provide high-level advice to the Commission. Their input will help evaluate and improve the EU research and innovation programme. The deliverable will be a report with strategic recommendations on maximising the impact of EU research and innovation programmes in the future. The group will base its report on the Horizon 2020 ex-post evaluation and Horizon Europe interim evaluation findings and conclusions, and the results of a European foresight exercise for future research and innovation policy. It may also take into account any other input it considers appropriate. Chaired by Pascal Lamy, a similar expert group was established for the interim evaluation of Horizon 2020.

The group members will be individuals appointed in a personal capacity. They will be up to fifteen, including the chair(s). In addition to a good knowledge of the English language and to the absence of circumstances that could give rise to a conflict of interests, DG RTD will take into account the following, non-cumulative criteria:

  • proven and relevant competence and experience, including at European and/or international level, in areas relevant to the design, implementation and evaluation of research and innovation programmes;
  • expertise in one or more areas relevant to a component of Horizon Europe;
  • expertise in the analysis of policy questions (legal, financial constraints of EU decision-making process);
  • proven and relevant competence in at least one area directly connected with the climate-neutrality objective of the European Union.

When defining the composition of the group, DG RTD shall seek a geographical balance, a gender balance, an age balance, and a balance between academia, industry and civil society.The expected number of meetings is six, four of which online. The first meeting should be convened late 2023 in Brussels and the last at the end of 2024.
