The joint policy brief was prepared by the GEMSTONE Project with inputs by seven sister Twinning projects, including the TwinVECTOR Project of Tomas Bata University in Zlín. All materials, including the policy brief and accompanying factsheets on Twinning calls, are now publicly available via the Zenodo platform.
The document entitled "Twinning for Europe's Competitiveness: Keeping Excellence Connected Across All Regions" brings together insights from various Twinning projects ranging from neuroscience, environmental monitoring, cultural heritage, business Innovation to and social sciences, and demonstrates how Twinning has effectively strengthened European research excellence, institutional capacity, and international cooperation. It highlights proven scalability, its cost-effectiveness as well as unique role in enhancing inclusiveness across the entire ERA.
Among its key messages, the document advocates for the reinstatement of regular Twinning calls under the WIDERA work program to prevent regression in research capacities and maintain the progress achieved so far within Horizon 2020. It also sets out specific recommendations for improving future Twinning schemes, with an emphasis on sustainability, mutual benefits for both Widening and non-Widening countries, and stronger synergies with other Horizon Europe initiatives such as Excellence Hubs, Pillar II, and the European Innovation Council.
