The basic legal document regulating the Horizon Europe framework programme is the Regulation of the European Parliament and of the Council establishing Horizon Europe – the Framework Programme for Research and Innovation, laying down its rules for participation and dissemination. Shortly ‘Rules for Participation.

 

In its Title I the Regulation contains all the basic information and definitions regarding the Horizon Europe programme. The three pillars structure of the programme is regulated in its Art. 4, missions in Art. 8 and partnerships in Art. 10. Information about the budget of the programme is in its Art. 12.

 

Title II governs participation in the program itself and funding of projects. Art. 22 defines which subjects can participate on the projects funded from the Horizon Europe and Art. 23 regulates which of them are eligible for funding. You can also find number of basic provisions regarding costs eligibility and intellectual property in its text.

 

Title III of the Regulation deals with monitoring and evaluation of the programme itself.

 

Another important EU legislative act you could encounter in connection with your participation in the Horizon Europe  is the so-called Financial Regulation. It governs all the rules regarding EU budget incl. providing funding through framework programmes and you can find many useful definitions in its text.
